Thus, the procedure was carried out prior to the issuance of any prosecutorial warrant, in clear violation of the most basic principles of procedural legality. Despite this fundamental defect, he was charged with the use of psychotropic substances, and an unrelated incident from a prior year - having neither temporal nor material connection to the present facts - was added to the indictment.
